Billy C.
Arnwine, a Texan by birth, lived in St. Louis, Missouri.
He graduated from Sumner High School in St. Louis and received a
Bachelor of Science degree from Lincoln University of Missouri in 1958,
where he was also commissioned in the US Army.
At Lincoln University he was Vice President of the Student Council,
coordinator of Freshmen Student Convocation and a member of the Concert
Band, Concert Choir and the Stagecrafters acting group.
He also completed numerous educational courses while on active
duty, which included the Department of Defense Language Institute at
Monterey and the US Army's command And General Staff College.
After active duty military service, Mr. Arnwine continued with
graduate studies at Nova University and American University.
Mr.
Arnwine's federal service spanned 35 years.
He completed 15 years of active military service (Federal Service),
combined with and followed by 20 years of Federal Civil Service in the
Washington, DC area. He held
senior Civil Service positions at the National Institutes of Health,
Department of Health and Human Services and at the Armed Forces Institute
of Pathology, Department of Defense.
From 1990 until retirement, Mr. Arnwine served as a member of the
US Army and Department of Defense (DOD) Visual Information Steering
Committees, which were responsible for formulation and standardization of
multi-media information systems and organizations.

His
outstanding military career included I5 years active duty service, while
simultaneously serving as a US Army Reserves officer on active duty. After active duty he continued in the US Army Reserves for 17
years, serving a total of 32 years military service. He served in Korea, Vietnam, Germany, Panama, Columbia,
Africa and posts throughout the United States, in various units and
command and staff positions. He
was the recipient of numerous citations and awards, most significantly,
two Purple Hearts for combat injuries in Vietnam.
He achieved the rank of Colonel before retirement.
Since 1999,
Mr. Arnwine has been a member of the Board of Trustees of the
Randolph-Macon Academy, which is located in Front Royal, Virginia. Other organizational memberships in which Mr. Arnwine has
devoted his time include the Kappa Alpha Psi Fraternity; Prince Hall
Masons and Shriners; Reserve Officer's Association; and the Benjamin
Banneker Honors Math and Science Society.
Mr. Arnwine was awarded a patent by the US Government Patent Office
for his invention of a bookbag.
Mr. Arnwine
resides in Rockville, MD, with his wife Brenda, with whom he has two
children, Dr. Kristina C. Arnwine and Florida A&M University senior
Michael T. Arnwine. Other
children include Patricia A. Arnwine, Hope
(Tammy) Lindsey and Lori A. Moore. |
