The Honorable Judge Shellie Bowers graduated from Sumner High School in St. Louis, Missouri in 1953.  He went to Lincoln University that same year and graduated with a Bachelor of Arts degree in government with a minor in mathematics in 1957.  Following a two-year tour of active duty as an Army artillery officer, he matriculated at Georgetown Law Center in Washington, D.C. on a Regent scholarship and in June 1962 received a Bachelor of Law degree.   He was thereupon awarded the prestigious E. Barrett Prettyman Fellowship in Trial Advocacy and upon completion of this program at Georgetown received a Masters of Law in 1963.  

After a one-year stint as a trial attorney at the United States Department of Justice, in the Organized Crime and Racketeering Section of the Criminal Division, Bowers entered the private practice of law, where he distinguished himself exhibiting exceptional legal skill and judicial prowess for the next fourteen years.  In 1979, his outstanding legal abilities came to the attention of the Carter administration.  President Jimmy Carter appointed Judge Bowers to the Superior Court of the District of Columbia, where he has distinguished himself for the past twenty-two years.

In addition to his judicial service, Judge Bowers taught Trial Advocacy as an adjunct professor for one year at Antioch School of Law (1977-1978) and for twenty years (1978-1998) at Howard School of Law.   Since 1996 he has taught Trial Advocacy as a member of the Teaching Team at the winter Trial Advocacy Workshop at Harvard Law School.

Judge Bowers has an extensive record of community service.  Prior to becoming a judge, he served as co-chairman of the Board of Directors of the Neighborhood Legal Service Program; a member of the Board of Trustees of the Public Defender Service; a member of the Board of Trustees of the Legal Aid Society; a member of the Board of Trustees of Family and Child Services; a member of the Board of Directors of the national Capital Area and the American Civil Liberties Union.  Judge Bowers has received several outstanding service awards from the above mentioned organizations for dedication and commitment to helping indigent city residents.

Judge Bowers is married to Florence Shyne Bowers also a Lincolnite.
